ANNOUNCEMENT NUMBER:  09-070-RM-MNF Supervisory Budget Analyst

SALARY RANGE:  $58,141.00 – $95,070.00

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

WHO MAY APPLY:  Current, permanent DoDEA Pacific employees.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

DUTIES AND RESPONSIBILITIES: 
The incumbent serves as the budget office and senior budget analyst for the assigned area and is responsible for the detailed planning, formulation, and execution of the total area budget.  Performs substantive administrative and analytical work in the formulation, programming, planning and execution of detailed budget estimates, including alternative estimates, and recommends program adjustments in the overall assigned area budget.  Develops funding formulas for school level programs and operations to assure an equitable distribution of resources to schools.  Modifies funding formulas as circumstances change or when requested by superintendents.   Performs detailed review and analysis of budget execution to ensure a proper and balanced distribution of resources, proper control of payroll dollars and work years, and execution of the budget within approved funding levels or targets.  Provides monthly reports and narrative feedback on budget execution to superintendents, division chiefs, and other resource managers.  Recommends reprogramming actions to the area Resource Management Officer to ensure efficient and optimal fund usage. Serves as a leader or active participant in a variety of conferences, meetings, or work groups organized to address DoDEA and area budgetary issues and programs.  Provides briefings and formal training to area, district, or school personnel on various budgetary topics and issues.   Plans and conducts the annual area Budget Conference for District Superintendent Office budget officers and other district level program managers.

The incumbent will also assign work to subordinates based on priorities, difficulty of assignments, and the capability of the employee; will provide technical oversight; develop performance plans and rate employees; interview applicants for subordinate positions; recommend hiring, promotion or reassignments; take disciplinary measures and identity training needs and arrange or conduct training.

QUALIFICATION REQUIREMENTS:  
Applicants must have one year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems.  Specialized experience is defined as experience at the GS-12 level which is in or directly related to the line of work of this position and which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position

RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

A separate narrative statement addressing the KSAs is required as an attachment to your application. Include in the write-ups such things as experience in and out of federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.

  • Knowledge of laws, policies, regulations and procedures applicable to the financial oversight and review of diverse centrally managed programs, such as: educational supplies and equipment, furniture, bus transportation, Facilities, Sustainment, Repair and Maintenance (F/SRM), base operation support/reimbursable services, Non-DoDDS schools, tuition collection, government purchase card (GPC) and various other functions.  Knowledge of the DoD and federal government single and multi-year POM budget processes and fiscal controls including allocation/distribution formulas, restricted special-purpose funds, and discretionary funds, in order to review and approve budget estimates and formulate and execute a consolidated budget for support categories.  Knowledge and experience in applying financial and/or budget related OMB circulars and DoDEA regulations to direct internal management, and resource controls, to include Washington Area Accounting System (WAAS) program controls, in accordance with applicable federal law and DoD policy, directives and procedures, such as; OMB circulars A-123 and Federal Manager’s Financial Integrity Act.
  • Knowledge of DoDEA program management disciplines and techniques.   Ability to proficiently and independently manage complex programs such as FASTDATA, WAAS, annual Zero Based Budget (ZBB) business systems, to include the Program Budget Allocation System (PBAS), based on controlling agency instructions, directives, regulatory guidelines. This will include operating knowledge of these automated systems and HQ DoDEA monthly reporting requirements. Experience in utilizing and integrating these database systems to maintain, monitor and control appropriated funds. Knowledge of budgetary, financial and accounting management principles as they relate to current year fiscal obligations/expenditures and prior-year fiscal record administration.
  • Ability to plan, design and successfully implement specific projects utilizing project management skills.  This should include the ability to work as project manager or as a collaborative member of an integrated resource management team to include other DoDEA HQ RM division managers, Area divisional resource managers, district budget officers, transportation program experts and procurement management interface concerning quarterly incremental funding of contracts.  This will include the ability to plan and implement monthly evaluation procedures in order to measure the cost requirements of support programs and systems. This experience to include providing recommendations to higher authority that are implemented in the agency resulting in improved business efficiency and effectiveness in alignment with the DoDEA Strategic Plan.
  • Ability to communicate and negotiate effectively with internal and external customers to accomplish effective program and project implementation to achieve desired agency results.  Skill in program, project and financial documentation to ensure successful results and operational sustainment of budget resources.  Ability to communicate well in writing via standard operating instructions and end of month financial analysis reports.  Ability to respond promptly to requests for fiscal program information from higher organizational authority

PAY, BENEFITS AND WORK SCHEDULE:
Pay retention may be authorized.

Payment of travel and transportation expenses is not authorized.

Medical Care
Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement. 

Special Education Services
The Department of Defense Dependents Schools (DoDDS) provides education including special education to children of DoD civilians who are eligible to attend DoDDS schools.  However, most schools are not staffed for all special needs.  For additional information, please the Department of Defense Education Activity, Student Services Branch, at 703-588-3147/3148.
