Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDEA-Pacific Human Resources Office.
DUTIES AND RESPONSIBILITIES:
The incumbent serves as a Supervisory Contract Specialist and Contracting Officer with an Unlimited Warrant in the Office of the Deputy Director, DoDEA for DoDDS, Pacific, Procurement Division. The incumbent is responsible for overseeing the Compliance and Policy Branch, which has cognizance over the Government Purchase Card (GPC) program, Contracting Officer’s Representative (COR) program, Wide Area Workflow (WAWF), MIS/e-Commerce, CPARS, training, market research, quality assurance and other DoD acquisition programs, requirements and initiatives. Responsibilities may also include managing the procurement of supplies, equipment, construction, design, maintenance, grants and services that DoDDS managers have determined should be acquired for the DoDDS schools and facilities located in the Pacific (Japan, Korea and Guam). Contracts awarded are generally for school-unique services or materials requiring detailed customized specifications and review of the market to identify qualified offers when competition may be limited due to the nature of the requirement or lack of offers. Will need knowledge and use of a variety of contract types and special provisions tailored to the nature of the contract or the specialized character of the specifications. Provides supervision, direction and training to assigned personnel in the Pacific Procurement Division. Evaluates employee performance, recommends selections, promotions, awards, disciplinary actions to the Chief, and ensures that career developmental plans are prepared as required and that education and training needs are met. Determines need for any of the following: clauses to cover special conditions, such as inspection and acceptance, marking and packing, differential transportation costs, etc.; revisions to performance work statements or specifications; procurement vehicle and evaluation methodology; action to have all or part of a procurement set aside for small business performances, etc. Evaluates proposals and conducts on-site surveys to assess contractor’s ability to perform. Plans the negotiation strategy, coordinates strategy with negotiation team, and leads negotiations to develop contract prices and terms. Directs or performs post-award negotiations involving contract changes for modifications, unsettled change proposals, special agreements, and pricing arrangements. Negotiates changes in price(s), terms and conditions; overhead rate agreements; supplementary agreements; and, settlements from change orders due to defective specifications, changed site conditions, etc. Reviews completed official contract file to ensure all contractual requirements are satisfied, all required and relevant documentation included, and the contract is complete in every respect. Analyzes settlement proposals, audit reports, technical evaluations, protests and subcontractor claims, and takes for action or provides recommendation. Determines termination inventory, disposal of Government property, allowable costs and profit, re-procurement costs, and similar issues. Investigates problems, disputes and/or labor violations; determines alternative courses of action, prepares impact statement; and recommends a pre-negotiation settlement position to higher authority and/or where warranted; terminates contracts assigned for default and/or convenience. Appoints Contracting Officer Representatives and provides business advice and contracting guidance to customers, end users and developers of requirement and purchase request packages.
QUALIFICATION REQUIREMENTS:
Basic Requirements: All applicants must have a bachelor’s degree, that included or was supplemented by at least 24 hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Note: This requirement applies to new civilian entrants as of October 1, 2000. DoD civilian personnel, who occupy GS-1102 positions or contracting officer positions with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are therefore excluded from this new requirement.
Additional Requirements: In addition to meeting Basic Requirements, you must have one year of specialized experience equivalent to at least the GS-12 grade level under the General Schedule (GS) or other pay systems. This specialized experience must have equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Duties of this position include: manage, supervise, perform, or develop policies and procedures for professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factor and requirements characteristics.
This is an Acquisition Position specializing in both pre-and post-award acquisition activities.
Defense Acquisition Workforce Improvement Act Career Field Position (DAWIA) Certification: This is an Acquisition, Logistics and Technology Workforces position. Selectee must be currently DAWIA Level 2 certified and must meet position requirements for certification in CONTRACTING at Level III in Contracting within 24 months of entrance on duty.

Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

4. Knowledge of contract administration regulations and procedures to include contract negotiation for modifications, contract termination, quality assurance and contract close-out.
5. Knowledge of DoD’s Government Purchase Card (GPC) program.

Payment of travel and transportation expenses is authorized.
Government/Military housing, Living Quarters Allowance, Post Allowance, and other overseas benefits may be authorized. Eligibility will be determined at time of position offer.
