Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Education Activity (DoDEA) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDEA Pacific Human Resources Office.

Payment of travel and transportation expenses is not authorized.

If eligible for consideration, payment of LQA will be determined upon selection for this position. 

Duties and Responsibilities:  Serves as the payroll liaison for the Japan School District.  Provides payroll liaison service to the Japan District Office and schools.  Administers a broad range of pay plans, frequently including one or more unique plans such as teachers, teacher assistants, support staff, and administers (TP, NSPS, and WG) under Title 5 and 20. Receives documents to change employee payroll accounts, to include, but not limited to, address changes, savings, allotments, and Federal, State, and local tax authorizations.  Adjust annual leave, sick leave, and miscellaneous pay actions. Makes retroactive pay adjustments and pay lane changes for anyone whose pay is prorated and is covered under the union agreement.  Information must be calculated manually and tracked by school years for TP employees.  Analyzes pay transactions and determines such facts as amounts which should be paid, interest payable on the amount, the extent of overpayment or underpayment and procedures for disbursing overpayment or collecting underpayment.  Manually calculates amount of monies employee may owe or be due if they leave during the school year. Provides training to the schools and district office timekeepers.  Develops training materials and coordinates training accommodations as necessary. Serves as the point of contact for payroll office within strict time constraints.  Consolidates Time and Attendance (T&A) data from timekeepers who do not have on-line access to the Central Data Base. Resolves T&A problems.  Assists the Human Resource Specialist with personnel issues as it relates to pay setting, benefits, and taxes, preparing and submitting requests for personnel actions. 

Qualified typist is required (40 words per minute typing speed)

QUALIFICATION REQUIREMENTS:   One year of  SPECIALIZED EXPERIENCE equivalent to at least GS-6 grade level or equivalent pay system. 

RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.  
Include in the write-ups such things as experience in and out of federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below:
1.  Knowledge of the Defense Civilian Pay System (DCPS) to perform the full range of civilian payroll and payroll accounting duties for serviced customers.

2.  Ability to analyze and resolve a variety of different type of personnel and payroll issues.

3.  Skill at resolving complex problems by independently applying pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime pay, pay differentials, holiday and special rates, premium pay, and allowances for Title 5 and 20 employees.

4. Ability to address payroll issues both orally and in writing to all customers concerns.

5. In depth knowledge of office automation systems and advanced functions of a variety of software types to prepare correspondence, reports, memoranda and presentations, and to prepare and maintain a variety of logs and databases. A qualified typist is required.

Government/Military housing, Living Quarters Allowance is not authorized.
