1 position - Iwakuni, Japan
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

*Non-U.S. citizen family members must have an individual taxpayer identification number (ITIN). The ITIN can be obtained from the Internal Revenue Service (IRS) office. Non-U.S. citizen family members will not be employed in sensitive positions or those positions subject to security clearance requirements that could not be met by non-U.S. citizens.
NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.
Payment of Living Quarters Allowance (LQA) is not payable unless you are a current DoDEA employee receiving LQA.
Payment of travel and transportation expenses is NOT authorized.
DUTIES AND RESPONSIBILITIES:
The incumbent provides transportation operations services to schools within the district. Service the transportation needs of assigned schools with reference to transportation planning and budget; commuting operations; curricular and co-curricular operations; special needs operations and transportation Contracting Officer Representative (COR) functions. Transportation services are provided by either government and/or contract/charter bus. Develop the most cost efficient and safe transportation routes and bus stops for the school(s) based on knowledge of contract provisions; traffic patterns; traffic and road conditions; historical safety and accident reports; student load requirements; and time and cost restraints. Periodically performs in-depth review of transportation requirements and potential services, considering all options which might lead to improved or less costly service. Coordinate implementation of recommended options with appropriate school representatives. Recommend to higher authority any improvement which cannot be implemented at the local level. Conducts government provided training for drivers, students, and security attendants. Registers students for school bus commuting services and assigns a bus route and stop. Serve as ordering officer and COR for school bus service contracts, including special education. Receives, investigates, and resolves service complaints, and performs follow-ups to ensure the contractor complies with corrective action requirements. May provide direct supervision to NSPS and local national transportation personnel when not contracted out. Transportation personnel consist of YA-2150-01/02 or equivalent. Assigns and reviews work providing direction and advice on new policies and procedures by coordinating daily operations and oversight with the District Transportation Supervisor.
QUALIFICATION REQUIREMENTS:
Possess one year of specialized experience equivalent to the GS-07 grade level under the General Schedule (GS) or other pay systems. Specialized experience includes administering, supervising or performing work involving the planning, directing or operating of rail, motor, air or water transportation systems and service, including duties which involve responsibility for operation of transportation services and mass transit facilities. The experience must have provided the candidate with the knowledge and skills to perform the duties of this position.
RANKING FACTORS:
Candidates who meet minimum experience and/or education requirements will be further evaluated against established criteria which demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.
1. Demonstrated knowledge of the policies, procedures and objectives of a transportation program in order to maintain a cost effective transportation system, and to assess and evaluate operations and to recommend change when warranted.
2. Knowledge of basic procurement contracting processes and the ability to perform Contracting Officer Representative (COR) functions for transportation.
3. Ability to communicate effectively orally and in writing.
