                                YB-0561-02: $32,778.00 - $44,016.00

LOCATION: Department of Defense Education Activity (DoDEA), Japan District Superintendent’s Office, Yokota Air Base, Yokota, Japan
                               
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

WHO MAY APPLY:  Applications will be accepted from applicants within the commuting area.  The commuting area is defined as the geographic area surrounding a work site that encompasses the localities where people live and reasonably can be expected to travel back and forth daily to work based on the generally held expectations of the local community.

*Non-U.S. citizen family members must have an individual taxpayer identification number (ITIN).  The ITIN can be obtained from the Internal Revenue Service (IRS) office.  Non-U.S. citizen family members will not be employed in sensitive positions or those positions subject to security clearance requirements that could not be met by non-U.S. citizens.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

Payment of Living Quarters Allowance (LQA) is NOT authorized.

Payment of travel and transportation expenses is NOT authorized.

DUTIES AND RESPONSIBILITIES:  Assists Budget Analyst in performing activities to formulate and execute the District’s budget programs and operations.  Consolidates budget estimates for the District’s projected annual operating expenses, assuring proper format for submission to the DSO and area offices.  Coordinates timely submission of budget estimates by staff officials.  Reviews estimates to assure the amounts requested are within established guidelines.  Works with submitting office to revise estimates that do not conform to established guidelines.  Consolidates budget estimates for local program and administrative activities and organizes budget data according to appropriation, object class, and line item code.  Prepares reports on specific areas of the budget.  Prepares forms and documents required to transmit the district’s annual budget request to fund reviewing and granting officials.  Adjusts, validates and reconciles budget databases to reflect changes in the type and amount of funding approved; e.g., changes in foreign currency rates, contract adjustments, etc., by applying standard percentage adjustments.  Consolidates and arranges estimates in proper form by appropriation account, identifying code, object class, and line item for submission to funds granting authorities.  Enters data in forms by account code and appropriation number, and maintains related files and documents.  Monitors execution of the operating budget to assure funds are utilized against authorized budget line items and that expenditures do not exceed authorized funding targets.  Assists in reconciliation discrepancies between budget and accounting data.  My prepare travel orders and make travel arrangements, and assist in settlement of travel claims.  Tracks and projects district travel budget and keeps supervisor apprised of budget status.  Provides guidance to district personnel in processing and settling travel claims.

QUALIFICATION REQUIREMENTS:  
Applicants must have one year of specialized experience equivalent under the General Schedule (GS) or other pay systems.

For YB-0561-01: 1 year of specialized experience equivalent to at least GS-5 grade level or equivalent
pay system.

For YB-0561-02: 1 year of specialized experience equivalent to at least GS-6 grade level or equivalent pay
system.

NOTE: Individuals placed into this position at the YB-0561-01 level may be noncompetitively promoted
to the YB-0561-02 level upon meeting all qualification requirements and supervisory recommendation.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills,
and abilities to perform successfully the duties of the position, and that is typically in or related to the work
of the position to be filled. To be creditable, specialized experience must have been equivalent to at least
the next lower pay band in the normal line of progression for the occupation in the organization.

The experience described in your resume will be evaluated and screened for the Office of Personnel Management’s basic qualification requirements and the skills needed to perform the duties of this position as described in this vacancy announcement.

Quality of experience relates to how closely or to what extent an applicant’s background and recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.

NSPS positions are excluded from time-in-grade restrictions.  This does not eliminate the qualification requirement of 1 year of specialized experience.

RANKING FACTORS:
  Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.
  A separate narrative statement addressing the KSAs is required as an attachment to your application.
Include in the write-ups such things as experience in and out of federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.

  1. Knowledge of budget procedures, forms, formats, documents, reports and related requirements to compile and organize an annual budget with assistance from a budget analyst..
  2. Ability to locate and summarize budgetary information from files, documents, recognizing which information may or may not be relevant to budget activities.
  3. Knowledge and experience using Microsoft Office applications to prepare a variety of budget exhibits, forms, and correspondence related to budget and financial processes. 

PAY, BENEFITS AND WORK SCHEDULE:
Government/Military housing, Living Quarters Allowance is not authorized.
