Department of Defense Education Activity (DoDEA) LOCATIONS:

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

*Non-U.S. citizen family members must have an individual taxpayer identification number (ITIN).  The ITIN can be obtained from the Internal Revenue Service (IRS) office.  Non-U.S. citizen family members will not be employed in sensitive positions or those positions subject to security clearance requirements that could not be met by non-U.S. citizens.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

DUTIES AND RESPONSIBILITIES:  The incumbent performs substantive administrative and analytical work in the formulation, programming, planning and execution of a multi-year budget program for operation and maintenance (O&M) and procurement (investment) appropriations for the assigned DoDEA DSO, each of which has a diverse organizational and geographical configuration.  The DSO budget is administered for elementary, middle, secondary and other schools throughout the district.  The budget includes the following major cost categories:  facility maintenance and repair costs; temporary duty (TDY); extra-duty compensation; and extra/co-curricular transportation.  Serves as assistant and advisor to the District Budget Officer in the management and administration of the district’s budget program.  Continually analyzes and reviews district budget execution and recommends budgetary reprogramming to assure effective, efficient, economical and appropriate use of all district resources.  Formulates plans and executes the district’s multi-year O&M and Procurement budgets.  Analyzes and interprets budgetary formulation and execution guidance and instructions received from DoDEA area office and headquarters.  Assist in planning, preparing and distributing the annual financial plan.  Assigns annual financial operating target to subordinate activities.  Monitors the execution (i.e., obligation and expenditures of funds) of the approved operating budget to assure funds are properly allocated and are obligated and spent in support of authorized management objectives.  Drafts a variety of budget procedural and policy guidelines to assist district officials in planning and estimating funds needed for staffing, base operations, travel and other programs.  Coordinates with appropriate military services, command headquarters representatives concerning financial aspects of administrative, financial and logistical support for district.  Reviews Inter-Service Support Agreements (ISAs) for assigned military bases, including financial analysis of all ISA categories and review of billings for integrity, accuracy and propriety.  Safeguards funds, properties and other assets against waste, loss, misappropriation or unauthorized use, and develops and maintains organizational processes to accomplish the above protection and assures that costs and obligations are in accordance with applicable laws and regulations.  Assists with management of Government Purchase Card (GPC) purchases; manages, tracks, and controls GPC expenditures in accordance with prescribed DoDEA policy.  Assist with administrative oversight of all GPC accounts in the District; provides advice and guidance and direction to school-level personnel on management of GPC accounts.

QUALIFICATION REQUIREMENTS:  
Applicants must have one year of specialized experience equivalent under the General Schedule (GS-07) for YA-01 and or other pay systems or General Schedule (GS-9) for YA-02.  Specialized experience is defined as experience which is in or directly related to the line of work of this position and which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position.

RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

A separate narrative statement addressing the KSAs is required as an attachment to your application. Include in the write-ups such things as experience in and out of federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.

  1. Knowledge of Department of Defense (DoD) resource law, regulations, principles, and procedures.  Include knowledge of budgetary and financial management principles as theyrelate to current year budget execution and multi-year planning of programs and objectives for formulating budget requirements.

  2. Skill in identifying and analyzing cost-benefit relationships between district superintendent offices budget and administrative programs to develop multi-year budget plans and forecast.  (understands policies, direction and workload behind DoDEA programming, budgeting contracting and agency structure.)

  3. Skill in current year budget execution to include experience in tracking and analysis of weekly obligation and expenditure documents monthly accounting information.

  4. Knowledge of Government Purchase Card (GPC) and Defense Travel System (DTS) procedures and system applications & internal management controls.  Ability to produce recurring and special reports that are statistically sound and enhance upper level management decision making that directly impacts the educational program.

PAY, BENEFITS AND WORK SCHEDULE:
Pay retention may be authorized.

Payment of travel and transportation expenses is authorized.

Medical Care:  Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement.
