LOCATION:  Department of Defense Education Activity (DoDEA), DoDDS-Pacific/DDESS-Guam, Guam District Schools
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

WHO MAY APPLY:  United States citizen residing within the Guam commuting area.

METHOD OF REFERRAL: Qualified candidates will be referred for employment consideration in accordance with governing laws, regulations, and procedures.  Based on information submitted with each application, DoDDS Human Resources staff will determine ach applicant’s status (internal or external candidate), employment qualifications, eligibility determination for Military Spouse Preference, Family Member Preference, NAFI Agreement, and VEOA, and geographical availability.  The VEOA and VRA apply only for permanent appointments.
Referral will be made from among the best qualified candidates. The best qualified group will be determined based on the available applicant pool at the time of referral.

NOTE: Applicants appointed to positions under this announcement continue to receive consideration for positions of higher grade or status than to that which appointed and qualified under this announcement.  For example, if selected for a temporary appointment, applicant will continue to be considered for permanent appointments at the same or higher grade.  Applicants selected below the full performance level may be noncompetitively promoted to the full performance level without further competition.  Promotion, however, is not guaranteed.

TYPICAL DUTIES  RESPONSIBILITIES AND KNOWLEDGES, SKILLS AND ABILITIES (KSA)

Monitor, GS-0303-02
TYPICAL DUTIES AND RESPONSIBILITIES:  Serves as monitor responsible for performing lunchroom, recess, classroom and bus monitoring duties.  Assembles students at designated points and monitors dismissal and movement through hall while moving students to the cafeteria.  Monitors lunchroom activities and designated recess area.  Monitors lunchroom cleanup and assures students place paper and uneaten food into appropriate disposal receptacles.  Assembles the students for designated lineup areas for return to classrooms.  Also monitors recess area assuring safe recess activities.

KSA:  ABILITY TO WORK WITH OTHERS.
This position is equivalent to the GS-02 level.  In order to receive consideration for this position, should describe 3 months of any training or experience in work or outside contacts that demonstrates to your ability to deal tactfully with other people or; high school graduate or equivalent.

Lead Monitor, GS-0303-03:
TYPICAL DUTIES AND RESPONSIBILITIES: Serves as lead monitor, overseeing monitors who perform lunchroom, recess and bus monitoring duties in a DoDEA school, ensuring the safety and welfare of students.  The monitor identifies and reports known or suspected problems, issues or concerns to the appropriate staff or faculty member.  The lead monitor develops and maintains shift schedules, assigns work and instructs employees in performance of their tasks; provides on-the job training instructions and deals with student behavior and discipline issues.  Assembles students at designated points and monitors movement and behavior through corridors, at the cafeteria, recess or play areas.  Also monitors dismissal as students leave class and go to school buses or parent’s cars.  Monitors recess areas.  Performs bus monitoring duties when applicable and assures students safely enter and exit buses, and are placed on the correct buses.

KSA:  ABILITY TO PROVIDE INSTRUCTIONS TO SUBORDINATES.
This position is equivalent to the GS-03 level.  In order to receive consideration for this position, should describe 6 months of any training or experience to lead other subordinates by providing instructions, and to deal objectively and harmoniously with them or; one-year above high school. 

EDUCATIONAL AID POSITIONS (VARIOUS), GS-1702-04

TYPICAL DUTIES AND RESPONSIBILITIES: Assists teachers and administrative staff by distributing testing materials, developing audio-visual tactile aids, tutoring selected pupils, supervising independent study, making field trip arrangements, or working with pupils to develop student self-help skills.

The following positions are equivalent to the GS-04 level.  In order to receive consideration for this position, applicants should describe one-year of general experience or; 2 years above high school. 

Educational Aid:
KSA: Ability to assist teachers in instructional programs and classroom learning and activities.
Candidates should describe experience, education and/or training that demonstrate their ability to provide assistance to teachers and other professional educators in providing quality education to assigned students.  Candidates should describe experience, education and/or training working with young children that demonstrates their ability to assist in providing early childhood education.

Educational Aid (Special Education):
KSA:  Ability to provide specialized services to individuals with disabilities.
Candidates should describe experience; education and/or training that demonstrate their ability to provide support services to children with disabilities in an educational environment.  Include all experience gained in any capacity with disabled individuals in an educational, social, or recreational environment which provided knowledge of the specialized requirements of disabled individuals.

OFFICE AUTOMATION CLERK/ASSISTANT, GS-0326 04/05

TYPICAL DUTIES AND RESPONSIBILITIES:  Performs office automation work, which includes word processing and clerical work, in support of school administration.  Uses database and spreadsheet software to enter, revise, sort and retrieve data pertaining to school administration.  Responds to callers and visitors or refers to appropriate staff member.  Responds to letters and inquiries.  Compiles information for administrative and recurring technical reports.  Types a variety of correspondence, forms, reports and statistical material.  Maintains faculty and staff personnel folders.  Prepares school bulletins, parents’ newsletters, and faculty and parent handbooks and performs the tasks of the school registrar.  This position requires the skills of a qualified typist.

KSA: Knowledge of and skill in operating various office automation equipment and functions.  
Candidates should describe knowledge of general office automation software, practices, and procedures; competitive level proficiency in typing; and the ability to apply these knowledge and skills in the performance of general office support work.

The Office Automation Clerk position is equivalent to the GS-04 level.  In order to receive consideration for this position, applicants should describe one-year of general experience or; 2 years above high school.

The Office Automation Assistant position is equivalent to the GS-05 level.  In order to receive consideration for this position, applicants should describe one-year of specialized experience or; 4 years above high school.

NOTE:  Individuals placed into the GS-04 Clerk position may be noncompetitively promoted to the GS-05 Assistant position upon meeting all qualification requirements and supervisory recommendation.

OTHER INFORMATION:


GENERAL EXPERIENCE: is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

SUBSTITUTION OF ACCREDITED EDUCATION FOR EXPERIENCE:
Except where specifically noted, successfully completed education above the high school level in an accredited college or university or other qualifying institution may be substituted for the required experience.  For purpose of crediting education, one year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.  
Payment of travel and transportation expenses is not authorized.

Positions are excepted service.  The selectee must convert to an excepted service appointment.

CONDITIONS OF EMPLOYMENT: Selectee will be required to participate in direct Deposit/Electronic Fund Transfer in accordance with DoD Regulation 7000.14R.
