Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DOD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDDS Area Directors Office Human Resources Divisions.
Duties and Responsibilities:
The incumbent will serve as the chief of management support and must be well versed in a variety of school management support functions, to include a comprehensive knowledge of human resources, budget, manpower, management analysis, and force structure management. Incumbent plans, manages, directs, and coordinates budget formulation, analysis, and execution. Develops long range plans and budget estimates concerning school programs and operations for submission to higher headquarters for incorporation into the DoDEA budget. Advises management officials on required and proposed budget changes and cost saving initiatives. Manages manpower support for the schools and directs the review of on board strength against work years and authorizations and assures full coordination with Headquarters manpower and budget analyst. Oversees the personnel recruit actions for the school to include processing Requests for Personnel Actions (RPA); provides technical advice and assistance to Principal on filling positions; develops new position descriptions, and related issues. Administers the student registration, student attendance, academic records maintenance, tuition status, and other related processes. Ensures maintenance of the student information management database to include new student enrollment, discipline and attendance data, school and student scheduling information, report cards and transcript information, and athletic eligibility for all students. Works directly with Student Meal Program and coordinates DoDEA Wellness Plan. In addition, provides accurate daily meal count and working with cafeteria manager for circumstances where meal counts may be affected, such as field trips or special occasions. Responsible for property management and accountability. Responsible for purchase of equipment as well as central forms and supply management. Responsible for management analysis services, to include space management, management controls reviews and studies, quality and productivity improvement, facilities maintenance and repair, and support agreement programs. Develops and/or implements school security procedures, briefs and trains school personnel on procedures, and ensures procedures are followed. Performs first line supervisory responsibilities over a staff of technicians engaged in budget, supply, records management, registration, mail and file operation and other school support work.
QUALIFICATION REQUIREMENTS:
Applicants must have one year of specialized experience at the next lower level or pay band equivalent to the General Schedule (GS-09) or other pay systems. Specialized experience is defined as experience which is in or directly related to the line of work of this position and which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position
EDUCATION SUBSTITUTION:
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work
RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

2. Knowledge and skill in applying analytical techniques and evaluative methods to issues or studies concerning all administrative and related management programs, i.e., personnel management, budget, and manpower in order to improve the efficiency and effectiveness of the operations at a school.
3.Ability to effectively communicate orally and in writing to develop methods and procedures for the execution of administrative support functions or program operations, present recommendations, briefings, and ensure understanding of various program requirements and recommendations.
