ANNOUNCEMENT NUMBER:  0879  Human Resources Specialist (Recruitment)

POSITION:  Human Resources Specialist, YA-0201-02 (Equivalent to GS-12)

SALARY RANGE$57,709.00-75,025.00 per annum

LOCATION: DoDDS Pacific/DDESS-Guam Director’s Office, Human Resources Division, Torii Station, Okinawa, Japan

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE:  Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

Payment of travel and transportation expenses is authorized.

DUTIES AND RESPONSIBILITIES:   
Provides advice and assistance to supervisors and employees for the assigned area or district on HR administration.  Recommends improvements in HR processes or operations to support the goal of making HR Office a customer-centered and responsive organization.  Applies a wide range of methods, principles and practices commonly used in the recruitment process to conduct recruitment activities for the full range of serviced positions in accordance with OPM, DoD and DoDEA mandatory policies and guidance.  Advises management officials on various types of appointments and their appropriate application in the competitive and excepted services, on the procedural and regulatory requirements governing merit promotion process, and on position career patterns.  Uses a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; uses rating factors and crediting plans for vacancy announcements; prepares vacancy announcements by modification to standard or precedent announcements; reviews applications to assess applicants’ basic qualifications; prepares and issues referral lists; reviews managers selection on referral list for appropriateness and legality; makes job offers to selectees. Is responsible for the oversight of the Priority Placement Program (PPP) to include training HR staff members. Performs or assists with PPP on-site delivery, counseling, and PPP registration.  Performs staffing services to the Korea District for NSPS and TP Schedule positions.  Counsels and assists management officials and employees on pay, official travel, allowances, and entitlements authorizations, to include RAT travel, Living Quarters Allowance, Temporary Quarters Subsistence Allowance and Post Allowance. 

QUALIFICATION REQUIREMENTS:  You must have at least 1 year of specialized experience equivalent to the GS-11 grade level under the General Schedule (GS).  Specialized experience is defined as experience which is in or directly related to the line of work of this position and which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position.

  1. Knowledge of concepts, principles, and techniques of personnel administration and management to provide advisory services and operating personnel services.
  1. Ability to independently perform a wide range of personnel functions.             
  1. Skill in the usage and applications of automated personnel systems.
  1. Knowledge of overseas employment programs and benefits to include the Priority Placement Program.

PAY, BENEFITS AND WORK SCHEDULE:

Medical Care:  Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement. 

Special Education Services:  The Department of Defense Dependents Schools (DoDDS) provides education including special education to children of DoD civilians who are eligible to attend DoDDS schools.  However, most schools are not staffed for all special needs.  For additional information, please the Department of Defense Education Activity, Student Services Branch, at 703-588-3147/3148.

CONDITIONS OF EMPLOYMENT:
Selectee will be required to participate in direct deposit/electronic fund transfer in accordance with DoD Regulation 7000.14R.

Selected candidate(s) and family members are required to obtain Official Passports prior to departure to a Department of Defense position.

Pre-appointment overseas physical examination is required.

Initial overseas tour of duty, for Okinawa is 2 years.
