Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.
Payment of travel and transportation expenses is authorized.
DUTIES AND RESPONSIBILITIES: Performs substantive administrative, analytical, and quality assurance work in the programming and execution of the DoDDS-P Operations and Maintenance (O&M) budget. Budget management is decentralized in DoDDS-P and administered through various budget officers, budget analysts, and other officials at the area (division), DSO, and school levels. Incumbent’s duties and responsibilities include the following: Analyzes and interprets financial and budgetary guidance from higher authority for application to the planning, formulation and execution of significant segments of the annual DoDDS-P O&M operating budget. Review and analyzes budget estimates submitted by divisions and District Superintendents for a variety of educational, administrative and logistical support programs. Formulates the DoDDS-P payroll budget in both dollars and work years based on complex costing methodologies and authorized Full-Time Equivalents. Payroll projects include detailed monthly phasing plan by type of employees. Manages US and LN payrolls. Performs detailed analysis of estimated versus actual costs, and validates the accuracy and validity of all payroll transactions entered into the DoDDS-P accounting systems. Receives and processes DoDDS-P funding authorization documents (FADs) from DoDEA HQs via the Program Budget Accounting System (PBAS). Processes internal FADs via PBAS to issue funding to the Area Office, districts, and US payroll and to transfer or reprogram funds within DoDDS-P. Maintains and updated the Area Office Budget Management System (BMS). Certifies availability of funds for documents. As certifying official, maintains resource control ledgers within the BMS which track expenditures and provide a current fund balance to prevent overuse of funds. Uses a personal computer to accomplish substantive analytical and administrative functions in all areas of assigned responsibility.
QUALIFICATION REQUIREMENTS:
Applicants must have one year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems. Specialized experience is defined as experience which is in or directly related to the line of work of this position and which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position.

- Knowledge of Department of Defense (DoD) resource law, regulations, principles, and procedures. Include knowledge of budgetary and financial management principles as they relate to current year budget execution and multi-year planning of programs and objectives for formulating budget requirements.
- Knowledge of multi-year budget database design, implementation, and management requirements to develop and recommend resource plans.
- Knowledge of Microsoft ACCESS software database development with ability to produce recurring and special reports that are statistically sound and enhance upper level management decision making that impact the educational program.
- Knowledge of budget program development and analysis to determine operation effectiveness to include innovation. Include ability to assess, analyze reports, regulations, studies to determine trends, and evaluate budget program statistical information/methods and practices to provide conclusive recommendations and interpretations regarding resource allocation to resource programs.
- Skill in written and oral communication to effectively justify, advise, influence, negotiate, or defend the project management work with personal contacts on a wide range of issues. Include preparing and presenting recommendations and solutions regarding complex issues based on analysis and evaluation, as well as presenting to various internal and external interest groups. Ability to meet and communicate with personnel at all levels of an organization.

Pay retention may be authorized.
Government/Military housing, Living Quarters Allowance, Post Allowance, and other overseas benefits may be authorized. Eligibility will be determined at time of position offer. Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.
