LOCATION:  DoDDS-Pacific/DDESS-Guam Pacific Director’s Office, Fiscal Division, Torii Station, Okinawa

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE:  Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

Payment of travel and transportation expenses is not authorized.

DUTIES AND RESPONSIBILITIES:  Performs one or more duties in the functional areas of funds control, accounts maintenance, and financial reports and analysis.  Incumbent is responsible for the maintenance of accounting records and ledgers for DoDDS Operations and Maintenance and/or procurement funds. Additional responsibilities include:

  • Prepares and monitors fund distributions to over 50 subordinate offices which encompass a wide variety of financial transactions.  Executes and analyzes financial statements which encompass all classes of accounts and reports the overall financial condition of the DoDDS-Pacific region. 
  • Receives, analyzes and controls all documents for entry into the DoDDS accounting system.  Classifies, codes, and batches documents for data entry into an automated accounting system. 
  • Enters accounting transactions into a financial database by means of a PC.  Establishes account and transaction control totals and maintains control logs to ensure the timely processing of all accounting transactions.
  • Balances and reconciles mechanized interface of civilian payroll.  Processes centralized disbursements for transportation services by entering obligations, examining bills for payment, applying credits and performing follow-up on billing problems. 
  • Examines funding programs, cost ceilings, allotments, obligations, disbursements, reimbursement programs and orders received for certification of the availability and propriety of funds for obligations.
  • Maintains control of funding authorizations and reimbursement programs by the use of fund control registers.  Reviews documents to verify accounting data and processes necessary commitment, obligation, accrual, disbursement, and related adjustment entries.

QUALIFICATION REQUIREMENTS:   Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS-4) or other pay systems.  Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position being filled.  Specialized experience should includes duties to maintain accounting records and ledgers; understanding the interrelationship between appropriations and various control accounts; verify, classify , code and establish control log in the fiscal arena.. 
 
RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.

A separate narrative statement addressing the KSAs is required as an attachment to your application.

Include in the write-ups such things as experience in and out of federal service that gave you the specific   knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.

PAY, BENEFITS AND WORK SCHEDULE:

Medical Care:  Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members’ medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.
