LOCATION: Department of Defense Education Activity (DoDEA), DODDS-Pacific/DDESS-Guam Pacific Area Service Center, Procurement Division, Torii Station, Okinawa, Japan
DoDEA is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 13,500 individuals responsible for educating more than 95,000 students in 13 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from prekindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

QUALIFICATION REQUIREMENTS - One (1) year of specialized experience equivalent to at least the GS-06/GS-07 grade level.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants, who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. For example, purchasing materials or supplies with experience negotiating, awarding, and administering contracts.
PROFICIENCY REQUIREMENTS: Forty (40) words per minute typing speed are required for the position. Applicants may meet this requirement by presenting a certificate of proficiency or by self-certifying their proficiency. A statement of typing proficiency/self-certification must be contained in the application package.
DUTIES AND RESPONSIBILITIES:
Performs a variety of procurement functions to include the following: purchases, rents or leases supplies, services and equipment, primarily through the use of delivery orders against existing contracts. The incumbent carriers out the procurement process for each item and service. Stays abreast of the needs of the organization and develops and maintains procurement sources for purchase orders for recurring supplies and services. Provides input into the procurement plan, and provides advice to managers regarding services and products desired. Reviews incoming purchase orders for legal and procedural compliance and determines appropriate method of purchase. Works closely with customers in writing up the technical descriptions for RFQ for the more complex services or products. The employee negotiates changes or modification of purchase orders when unknown or unplanned situations develop. Assures applicable clauses are used to ensure warrant terms, tests and inspects of products purchases and vendor performance and downtime inservice contracts.

Candidates who meet minimum experience and/or education requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledges, skills, and abilities (KSA’s) determined necessary for successful job performance.
Include in the write-ups such things as experience in and out of federal service that gave you the specific knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.
- Knowledge of Federal, DOD and DoDDS contract laws, regulations, directives, policies and procedures to determine correct method of procurement requirements.
- Knowledge of purchasing methods and procedures to perform complex open-market purchasing utilizing RFQ/RFP.
- Knowledge of government specifications and detailed purchase descriptions and performance work standards sufficient to obtain and evaluate proposal to provide complex and professional services.
- Ability to obtain and maintain small purchase warrant/authority.
- Knowledge of common business practices with respect to sales prices, determining price reasonableness, discounts, deliveries, stock and shipment methods for complex items, or highly technical or professional services.
