YB-01: $16,880 - $38,060 per annum
YB-02: $32,217 - $56,973 per annum
LOCATION: DoDDS-Pacific/DDESS-Guam Pacific Director’s Office, Human Resources Division, Duty Station: Torii Station, Okinawa
Recruitment is for the YB-01 target 02 or at the YB-02 level. If selection occurs at the YB-01 level, the employee is eligible for noncompetitive promotion to the target band upon meeting all regulatory requirements and with supervisory recommendation.
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.
Payment of travel and transportation expenses is not authorized.
DUTIES AND RESPONSIBILITIES:
Provides technical support in all phases of human resources administration. Explains processes and procedures to be followed in proposing and submitting a wide variety of personnel action requests when warranted by circumstances, e.g., upon recognition of upcoming turnover. As appropriate, provides the first level of technical service related to such requests, such as drafting job announcements and crediting plans for clerical and assistant positions in stable organizational units. Performs a wide variety of miscellaneous office support functions. Determines the need for, designs, establishes, and maintains logs, files, and records of human resources-related correspondence, reports, and documents. Responds to inquiries from serviced managers, supervisors, and employees, to include providing substantive information about the human resources-related actions under consideration. Advertises and distributes health benefits and Thrift Savings Plan (TSP) open season materials. Assists in processing local applications for substitute teaching positions and NSPS positions. Issues local vacancy announcements. Issues referral list to managers. Assists in processing such actions as Temporary Quarters Subsistence Allowance (TQSA), Living Quarters Allowance (LQA), and advance pay requests, and forwards to payroll, the DoDEA Personnel Center, or both as appropriate. Processes identification card and passport requests. Counsels employees on benefits and provides processing assistance. Reviews benefit documents for accuracy and completeness prior to submission to the DoDEA Personnel Center. Manages office communications and conducts research for individual or recurring projects independently or as directed by the specialist.
QUALIFICATION REQUIREMENTS: Applicants must possess one year of specialized experience equivalent to the GS-05 grade level under the General Schedule or other pay systems. Specialized experience should include duties to advise on, and perform work involved in various phases of human resources management.
RANKING FACTORS:
Candidates who meet minimum experience requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.
Include in the write-ups such things as experience in and out of Federal service that gave you the specific knowledge, skills, and/or abilities; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc). The KSA’s are listed below.
1. Knowledge of and skill in applying, an extensive body of Human Resources rules, procedures, and operations concerning recruitment and placement in the Federal government.
2. Ability to advise others on pay, allowances, and travel entitlements.
3. Skill in providing assistance, counseling, advice, and guidance on benefits, awards, appraisals, federal life and health insurance, retirement, and other entitlements.
4. Knowledge of overseas employment programs and benefits.

Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members’ medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available.
