Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE: Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval. Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.
Payment of travel and transportation expenses is authorized.
DUTIES AND RESPONSIBILITIES: Serves as the Korea, District Transportation Supervisor. Provides supervision and direction to Transportation Operations Specialists assigned to community/school level positions located throughout Korea. Plans and directs the forecasting and budgeting of pupil and all other transportation requirements, and monitors expenditures for schools in the assigned District. Directs and coordinates the establishment of effective and efficient bus transportation routes for daily commute, curricular and co-curricular, and special education operations within district communities. Assists in the development of contract proposals, and the monitoring of contract operations and performance, and resolves complex problems referred for advice and resolution at the community and administrative level. Keeps subordinates and staff fully informed of changes in regulations, or policy and establishes operating procedures as necessary.
QUALIFICATION REQUIREMENTS: One year of specialized experience equivalent to the GS-11 grade level under the General Schedule (GS) or other pay systems. Examples of occupations that may have provided qualifying specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
RANKING FACTORS:
Candidates who meet minimum experience and/or education requirements will be further evaluated against established criteria which demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA’s) determined necessary for successful job performance.
1. Demonstrated knowledge and experience in developing, executing, managing and evaluating a mass transit (wheeled vehicle transportation) system in an economical and efficient manner; to include vehicle fleet/passenger security operations, and identification of potential program problem areas; providing recommendations for operations and systems improvements.
2. Demonstrated knowledge and experience in the use of transportation management software programs for the purpose of mathematical modeling, map reading, estimating, statistics, traffic safety and problem analysis and reporting.
3. Demonstrated knowledge and experience as a Contracting Officer Representative (COR) and/or Quality Assurance Evaluator (QAE). Indicate experience and training associated with the preparation of contract performance work statements (PWS) or statements of work (SOW), related to the procurement of specific transportation services and material resources, to include formal source selection procedures and demonstrated ability to establish criteria for evaluating non-cost factors in contractor proposals.
4. Demonstrated ability to meet and communicate both orally and in writing with personnel at all levels of the organization, including senior military and civilian leaders and supported organizations, regarding transportation programs and associated support services via face-to-face meetings, public meetings and electronic media.
5. Ability to supervise, and translate agency vision to ensure subordinates understand and align performance expectations to organizational goals and objectives; including, the ability to adhere to regulations, policies, equal opportunity employment (EEO), and personnel management practices.

Government/Military housing, Living Quarters Allowance, Post Allowance, and other overseas benefits may be authorized. Eligibility will be determined at time of position offer. Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.
