SALARY RANGE$39,407.00 - $89,217.00 per annum

LOCATION:  Assigned to DoDDS-Pacific/DDESS-Guam Director’s Office, duty location Seoul, Korea

NOTE:  This is a temporary position NTE 2 years (mission requirements may require this position to be extended beyond 2 years)

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

NOTE:  Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the
5-year overseas service limitation requirement is approved. Candidates whose selection for this position will cause their overseas employment to exceed five-years will require an overseas tour extension approval.  Waiver requests will be processed administratively by the DoDDS-Pacific/DDESS-Guam Human Resources Office.

Payment of travel and transportation expenses is authorized.

DUTIES AND RESPONSIBILITIES:   Serves as the Facilities Engineer, coordinator and technical advisor, responsible for all life cycle phases of the total educational facilities program for assigned areas including development and preparation of facilities surveys, evaluations, utilization studies, plans, and programming documents; preparation, maintenance, and revision of five year master plans for each assigned area; selection and coordination of new facilities sites to be within the guidelines of military master plans.  Works with the appropriate military services’ facilities engineers to determine the most effective course of action to execute major military construction (MILCON) and host nation projects, Republic of Korea Funded Construction (ROKFC), minor construction, and sustainment/renovation and modernization (S/RM) projects; identifies new and existing facilities requirements and deficiencies; prioritizes projects; prepares and/or coordinates design criteria and specifications; provides technical, functional, maintainability, and life safety reviews of facilities designs done by other agencies, foreign governments, and/or Architect Engineers; reviews construction phase shop drawings to assure conformance with engineering practices; manages the budget and disbursal of project funds; and acquires a multitude of engineering, architectural, planning and financial functions required to plan, design, construct, maintain, repair, renovate or lease educational facilities of high quality within established time and budget constraints.  Serves as point of contact for the Continuing Government Activity (CGA) located in Okinawa, Japan, on assigned projects; works with the staff of the Director, DoDDS-Pacific (DoDDS-P), district superintendent, school principals, military commanders, major commands, military services’ facilities engineers, contracted private architect-engineer (A-E) consultants, vendors, construction contractors, host nation engineers and officials, and others throughout the life cycle of assigned facilities projects within the assigned area of responsibility.

This position requires frequent temporary duty travel within Korea and Okinawa.

QUALIFICATION REQUIREMENTS:   To qualify, you must meet both the Basic Qualification Requirements AND the Additional Requirements shown below.

Basic Requirement:  Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
 
Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 

In addition to meeting the above Basic Requirements, you must have one of the following:

Specialized Experience:  Possess one year of specialized experience equivalent to the GS-11grade level under the General Schedule (GS) or other pay systems   Specialized experience is duties that involves the application of a knowledge of engineering fundamentals such as the strength and strain analysis of engineering materials and structures, the physical and chemical characteristics of engineering materials such as elastic limits, maximum unit stresses, coefficients of expansion, workability, hardness, tendency to fatigue, resistance to corrosion, engineering adaptability engineering methods of construction and processing, etc, or position duties involving professional work in several branches of engineering.

RANKING FACTORS:
Candidates who meet minimum experience and/or education requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledge, skills, and abilities (KSA) determined necessary for successful job performance, see below:

  1. Demonstrated knowledge and experience of engineering theories, design, concepts, principles, and practices.
  2. Demonstrated knowledge and experience (hands on) in the principles and practices of building maintenance, repair and construction, and asbestos abatement and hazmat programs.
  3. Demonstrated knowledge and experience in project management, concepts, principles, and practices.
  4. Experience utilizing Microsoft Word, Excel, Power Point, Outlook, Auto CAD, and other associated engineering based automated software programs used to facilitate facilities project management.
  5. Ability to communicate orally and in writing, and prepare and present comprehensive project briefings to senior management.

Medical Care:  Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement.
