Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

DUTIES AND RESPONSIBILITIES:
The incumbent is part of the instructional support staff in the Education Division of the DoDDS-Pacific/DDESS-Guam Director’s Office and serves as the Instructional Systems Specialist who encompasses all programs supporting the development of skills in the area of secondary (middle/high school) science. The ISS will support the implementation of the DODEA adopted content, student performance and program standards in Science, Advanced Placement and other associated content courses. The ISS assesses the Pacific-wide effectiveness of the assigned area of responsibility by monitoring the effectiveness of program delivery and appropriate implementation of the adopted curriculum, standards and programs, including the integration of computer technology into the delivery of instruction. The ISS develops goals and objectives for the assigned area of responsibility, including those that support the Community Strategic Plan. The ISS will coordinate the development of goals and objectives, professional development and school improvement initiatives with districts and schools. The ISS will integrate data from the Pacific-wide assessments, accreditation reports, and the incumbent’s field observations into comprehensive needs assessments for the assigned area of responsibility as a basis for the development of area-wide action plans to achieve the goals and objectives. The ISS develops new initiatives and program innovations designed to aid DoDDS-Pacific/DDESS-Guam in achieving area-wide implementation of technology standards, an integrated instructional program, and the Community Strategic Plan. Coordinates and participates with DoDEA staff in the systematic review of curriculum, content and methodology in the assigned educational program area. The ISS develops guidance and standards related to the secondary science program area. Plans, develops, and participates in the implementation of a unified, sequential curriculum for students at all secondary grades and skill levels which employs the most effective current practices as established through research and experience. This includes, but is not limited to, (1) content (2) methods and (3) equipment, materials and textbooks.
In addition, the ISS will identify training needs in the subject areas of responsibility. The ISS will train superintendents, administrators, teachers, and other leaders in methods of implementing and maintaining effective instruction both in existing curriculum and in initiatives for curriculum improvement. The ISS will design training in the subject areas of responsibility that includes both initial training and extended programs for mastering skills. Provides information to the Chief, Education Division; Branch Chief; and, when requested, DoDDS-Pacific/DDESS-Guam Director or Deputy Director concerning program and curriculum materials, content, and instructional materials. Provides technical assistance and advice and makes recommendations for the improvement of program weaknesses and deficiencies and provides consultation services to the districts. The ISS will provide oversight for the implementation and scheduling of interscholastic programs and activities in DoDDS Pacific that fall within the specific content area, including directorship of the Pacific Junior Science and Humanities Symposium. The ISS will represent DoDDS-Pacific/DDESS-Guam in meetings of various agencies and departments of the Federal Government relating to the subject area of responsibility. The ISS will represent DoDDS-Pacific/DDESS-Guam in conferences, meetings, and cooperative projects with DoDEA and local educational agencies. The ISS will represent DoDDS- Pacific/DDESS-Guam in programs and program development activities of national and regional professional organizations related to the subject area of responsibility. The ISS will assist in the development and implementation of assessment systems (e.g., performance/portfolio assessments, system-wide assessments).
QUALIFICATION REQUIREMENTS: Must be currently certified or certifiable under the current DoDEA standards as a secondary science teacher (category 0330) and one other secondary program area. Experience in teaching Advanced Placement courses is preferred. If you are not currently certified for this category, transcripts will be required with your application.

- Knowledge of and experience in contemporary instructional programs, curriculum standards, and up-to-date trends and methodology in science and one additional secondary curriculum program.
- Knowledge and ability to use technology to support instructional programs, to include assistance to schools in developing competencies in technology infusion, increasing student use of technology resources, support and leadership in showcasing technology in the school.
- Knowledge, skills and ability in techniques for designing, implementing, and evaluating professional development and training for educators.
- Knowledge and skills in applying research-based learning and assessment strategies, data collection, and data analysis strategies.
- Ability to collaborate successfully in a team setting.
PAY, BENEFITS AND WORK SCHEDULE:
Government/Military housing, Living Quarters Allowance, Post Allowance, and other overseas benefits may be authorized. Eligibility will be determined at time of position offer. Applicants who are currently employed overseas and are not receiving allowances and benefits may not be eligible for such allowances. Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to Okinawa, Japan. Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.
