ANNOUNCEMENT NUMBER: 0824 Education Program Administrator (District Superintendent)

OPENING DATE:  March 17, 2008

POSITION: Education Program Administrator, (District Superintendent), YC-1710-03

SALARY RANGE: $95,390 - $130,211 per annum
Salary will be set based on the duties of the position.
                                                               
LOCATION: Department of Defense Education Activity (DoDEA), DoDDS-Pacific/DDESS-Guam (DoDDS-P/DDESS-G), Okinawa District Superintendent Office, Okinawa, Japan

NOTE:  The selected candidate should be willing to report for duty by July 1, 2008.

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

TYPE OF APPOINTMENT: This is an excepted service position.

QUALIFICATION REQUIREMENTS: Candidates must meet ALL below requirements.

Education Requirement:   A Master’s degree in educational administration, with no less than 30 semester hours of graduate credit in professional education course work, educational administration, curriculum development, educational philosophy and educational supervision.  Or, a Master’s degree, with not less than 30 semester hours of graduate credit in professional education course work, educational administration, curriculum development, and educational supervision.

Specialized Experience Requirement:  Four years of experience in a staff or supervisory position, which clearly demonstrated the ability to administer school educational programs and to effectively supervise educators and support personnel.  No more than 1 year of experience in positions that do not involve actual school or educational program administration will be credited as specialized experience.  At least 1 year of specialized experience must be at a level equivalent to the next lower grade.      

General Experience Requirement:  Three years of appropriate experience in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable activities which has clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with current developments in education and training.

DUTIES AND RESPONSIBILITIES:  Serves as a Superintendent with DoDDS Okinawa and is responsible for providing an intermediate level of supervision to the principals of schools that are geographically dispersed within the assigned district.  Assigned schools include elementary, middle, and high schools encompassing all grades from pre-kindergarten through grade 12.  Functions as the area’s primary contact and DoDDS source of information, and provides broad professional leadership and guidance to the assigned schools’ principals and subordinate personnel.  Manages the district, that includes organizing, managing, funding, directing, and supervising the operation of the district to include all district schools.  Exercises a high degree of initiative, judgment, and insight in the planning, design, and execution of functional assignments in implementing the overall mission of DoDEA.  Guidance provided encompasses all phases of school activities aimed at the achievement of a high level of educational excellence and full accreditation.  Leads the district in the implementation of the DoDEA Community Strategic Plan. Identifies short- and long-range goals consistent with the DoDEA Community Strategic Plan. Through consultation with educators, school administrators, and other stakeholders develops District-wide programs within available resources that are designed to meet or exceed the performance, content, and character of high quality school systems in large jurisdictions in the United States. Establishes evaluation methods to determine progress and accomplishments. Conducts comprehensive evaluations of schools to identify problem areas and test the validity of policies and procedures. Based on findings, adjusts objectives, goals, and procedures as necessary, or identifies other managerial action designed to correct problems and promote effectiveness.

Provides leadership and support of program innovations that go beyond the standard educational programs, such as special education, gifted education, technology, and others. Plans, directs, and oversees the implementation of system-wide curricula, including the design of the professional development program for District staff, and the management of a budget that supports staff development for all district personnel. Directs the implementation and oversees program standards and performance indicators. Coordinates and analyzes the collection of data to ensure accountability of the district's education system. Designates liaisons to provide technical assistance in the collection, analysis, and interpretation of data, assessment administration, and the school improvement process. Reviews and approves school improvement plans and develops a district improvement plan.

In carrying out responsibilities, will develop and implement an effective and aggressive management control system to assess vulnerable program areas and to avoid fraud, waste, and abuse of Government resources.  Directs the implementation of appropriate precautionary and control measures to minimize vulnerability and correct deficiencies and to promote management and productivity improvements throughout the District.  

Manages and executes funds allocated by headquarters and provides budget support for the district staff and schools.  Plans and executes a District budget to equitably distribute funds to schools based on district/school education priorities and unique requirements.  Reviews and approves reprogramming requests submitted by the schools and may redistribute funds within the district through reprogramming actions.  Analyzes, evaluates, and directs the execution of the schools and District Office budgets.

The incumbent must deal effectively with military commands, community leaders, and parents. Exercises the full range of supervisory authority for principals assigned to district schools as well as the support staff at the district level. Provides evaluation input of coordinators assigned to the Area Director’s Office.  Also provides guidance and input to supervisors of employees assigned to the District Office.  Assures that personnel management within the District is accomplished with respect for individual and cultural diversity, and a positive attitude toward the agency's Equal Opportunity and Affirmative Action Plan.  Is responsible for providing a quality education to all eligible dependent children of U.S. personnel in the Okinawa District.

BASIS OF RATING:  Applicants will be rated on an evaluation of the quality and extent of their experience, education, and training.  Applicant-initiated information will be the sole basis to determine qualifications for employment.  Failure to furnish complete, accurate qualification information will lead to loss of employment opportunity and will not be a basis for grievance or appeal.

RANKING FACTORS:
Candidates who meet minimum experience and/or education requirements will be further evaluated against established criteria that demonstrates how well they possess the specific ranking factors or knowledges, skills, and abilities (KSA’s) determined necessary for successful job performance.

DESCRIBE YOUR KNOWLEDGES, SKILLS, AND ABILITIES IN SEPARATE NARRATIVE STATEMENTS BASED ON THE RANKING FACTORS LISTED BELOW.  THESE RANKING FACTORS ARE REQUIRED AS AN ATTACHMENT TO YOUR APPLICATION.

  1. Knowledge of theories and principles of education, and current trends and issues in education, in such areas as quality instruction, curriculum development and implementation, assessment and accountability, and other issues, and the ability to translate that knowledge into action for improvement of student achievement.
  2. Expert knowledge of management support services and the ability to manage and supervise these systems to ensure exceptional delivery of educational systems.
  3. Ability to provide strong leadership to a school district undergoing change, and develop and implement a strategic plan to achieve organizational outcomes.
  4. Ability to secure the confidence, respect, and cooperation of military and civilian leaders, managers, parents, teachers, students, and others in an overseas military community for the purpose of administering the educational delivery systems.
  5. Knowledge of professional development practices, and ability to train and develop staff.
  6. Ability to effectively administer a school system and programs in accordance with Federal laws and regulations in areas such as supervision of employees; labor-management relations; planning for school improvement; curriculum development and modification; procurement of educational materials and equipment; financial planning and reporting; and facilities management.

PAY,  BENEFITS AND WORK SCHEDULE:

 Medical Care:  Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met.  Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.  Consequently, host nation medical facilities may be the only care available.  The availability and level of care at host nation medical facilities will vary by location.  For additional information, please contact the POC in this announcement.

CONDITIONS OF EMPLOYMENT:
This position is full-time, year round.

Selectee will be required to participate in direct deposit/electronic fund transfer in accordance with DoD Regulation 7000.14R.

Selected candidate(s) and family members are required to obtain Official Passport prior to departure to a Department of Defense position.

Initial overseas tour of duty for Okinawa, Japan is 2 years.
