POSITION:

Substitute Educator or AVID Tutor

SALARY:

$10.25 to $15.25 per hour

LOCATION:

Department of Defense Education Activity (DoDEA),
Domestic Dependent Elementary and Secondary Schools (DDESS), Guam District

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS).  DoDEA employs more than 12,000 individuals responsible for educating more than 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  The mission of DoDEA is to provide a quality education from prekindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

WHO MAY APPLY:  United States citizen residing within the commuting area in Guam

QUALIFICATION REQUIREMENTS:  An associate degree from an accredited college or university, or at least 60 semester hours or 90 quarter hours of college coursework.

TRAVEL ENTITLEMENTS AND COST OF LIVING ALLOWANCE (COLA):  Payment of travel and transportation expenses and COLA is not authorized.

DUTIES AND RESPONSIBILITIES:  Educators present instruction in accordance with an established lesson plan and curriculum to students in a classroom environment.  AVID (Advancement via Individual Determination) Tutors are advocates and role models for the students, responsible for reporting student progress to the teacher.  They tutor students individually or in small groups, review the students’ notes, entertain questions and discussions, determine the concepts which need to be reviewed, work with students in any phase of the writing process, and correct students’ work.

CONDITIONS OF EMPLOYMENT:  Substitute educators work only when actually needed and have no guaranteed tour of duty.  Substitute educators are not eligible for Federal benefits and do not earn leave.

Federal employees must participate in Direct Deposit/Electronic Fund Transfer in accordance with DoD Regulation 7000.14R.

  • Applications must include the total employment period, i.e., starting and ending dates (month and year) for each work experience, paid and unpaid, related to the job for which you are applying, including the hours per week. 
  • Also include a description of your duties and accomplishments, your employer’s name and address, supervisor’s name and phone number, and salary.  If you are currently employed, you must indicate if we may contact your current supervisor.
  • Copy of official college transcript(s) (optional).  To receive credit for education gained in a foreign institution, you must submit proof of its equivalency to a United States education program.

2.  Copy of sponsor’s permanent change of station (PCS) orders authorizing movement of family member to the overseas command, or other appropriate documentation (such as statement of command sponsorship) to support family member status.

3.  If you possess prior military service, copy of DD 214, (member-4 copy) reflecting character of service e.g., honorable) and period(s) of service.
4.  If claiming 10-point veteran preference; Standard Form 15, PDF Fillable Version Application for 10-point Veteran Preference is required along with supporting documentation as described in Item C on the SF 15.

5. INCOMPLETE APPLICATIONS WILL NOT RECEIVE CONSIDERATION.  Applications sent via email will not be accepted.  Applicants’ qualifications will be evaluated solely on the information submitted in the application package. 

WHERE TO APPLY:

The Defense Authorization Act of November 18, 1997 extended the Veteran’s Preference to persons who served on active duty during the Gulf War from August 2, 1990 through January 2, 1992.  This grants preference to persons otherwise eligible and who served on active duty during this period, regardless of where the person served or for how long.

The Defense Authorization Act of November 18, 1997 also authorized the secretary of each military department to award the Armed Forces Expeditionary Medal for service in Bosnia during the period November 20, 1995 to a date to be determined.  Those persons in receipt of this medal also qualify for the Veteran’s Preference.  More information on Veteran’s Preference is available in the VETGUIDE that may be found on the United States Office of Personnel Management web site at www.opm.gov.

Applications received in postage-paid Government envelopes will not receive consideration, and applicants are reminded of the legal prohibition against the use of such envelopes or other Government property for other than officially approved activities.  These prohibitions are contained in 5 USC 735.205, 39 USC, and 18 USC.
