NCA Visits DoDDS-Pacific/DDESS-Guam. Recently, an inspection team from the North Central Association (NCA) Commission on Accreditation and School Improvement conducted a comprehensive qualitative program review at eight of our schools to include: CT Joy Elementary, Taegu Elementary, Pusan Elementary, Bechtel Elementary, Lester Middle, Kinser Elementary, Yokota East Elementary and Yokota West Elementary. The purpose of the program review was to validate each school’s School Improvement Plan (SIP), to ensure that the NCA standards are being met, and to provide feedback to DoDDS, the command and community. These standards address all aspects of the educational process including teacher qualifications, class size, curriculum, student support services and school safety. Our schools passed with flying colors and received the highest of complements about our standards-based educational initiatives as well as our positive impact within the communities we serve. The team noted that our schools in the Pacific continue to set the standard for the provision of a world-class education to our students. Quality instruction, exceptional teacher professional development, strong leadership, a rigorous and challenging curriculum, and outstanding community support were all attributes of good schooling found throughout the Pacific.


Training Begins - Early Childhood Initiative. Since SY 1999-2000, DoDEA and DoDDS- Pacific/DDESS-Guam have recognized the importance of ensuring quality Early Childhood programs for our students. Through the Early Childhood Initiative, full day kindergarten programs are in place in all DoDDS-Pacific/DDESS-Guam schools and nearly all of our elementary schools in the Pacific have implemented reduced class size in grades 1-3. Providing support for our early childhood programs continues to be on the forefront. Beginning in late February, the Korea District became the first of four districts to receive Early Childhood Training as part of one of our Pacific wide training initiatives this year. Between now and May all Kindergarten teachers in DoDDS-Pacific/DDESS-Guam will attend two days of training designed to help them gain familiarity with the current research on literacy and the teacher's role in promoting literacy development within a developmentally appropriate kindergarten classroom. This will include looking at ways to organize and structure a print rich environment. Teachers will also learn a variety of assessment strategies and review instructional approaches that support the DoDEA content standards. This training supports the vision of the Pacific Literacy Project and is targeted to enhance literacy instruction for our youngest learners.

DoDDS-Pacific/DDESS-Guam Far East Activities. For students in DoDDS-Pacific/DDESS-Guam learning doesn't only take place within a classroom. This school year twenty Far East activities are scheduled throughout Japan , Okinawa , and Korea . Activities traditionally held during the winter include the Junior Reserve Officer Training Corps (JROTC) competition, wrestling, girls and boys basketball, and the speech arts and drama festival. In February, over 950 students and nearly 100 coaches and sponsors participated in seven events. These events provided an opportunity not only to determine individual and team champions but also for our students to interact with students from other bases and countries. Congratulations to all the participants and to all the individual and team winners!

No Child Left Behind. The No Child Left Behind Act ( NCLB) seeks to get all Americans to address the condition of their local schools, and to get involved in improving them. While DoDEA does not fall under the legislative requirements of NCLB, we recognize that we have an overwhelming ethical responsibility to our stakeholders to implement the intent of NCLB. In terms of the outcomes or expectations that NCLB articulated, DoDDS-Pacific/DDESS-Guam and DoDEA are already moving forward and, in fact, leading the way. DoDEA is in the vanguard of school systems using and reporting this type of accountability data. Our vision is set forth in Goal 1, Highest Student Achievement, of the DoDEA Community Strategic Plan (CSP), which states, “All students will meet or exceed challenging standards in academic content so that they are prepared for continuous learning and productive citizenship.” To demonstrate accountability, we currently participate in a number of system-wide norm-referenced and criterion-referenced performance assessments at different grade levels. Most notably, all our students in grades 3-11 are tested on the CTB TERRA NOVA Multiple Assessment, a norm-referenced standardized achievement test. We are also tested on the National Assessment of Educational Progress (NAEP), the “Nation's Report Card,” and we continuously monitor progress and inform our public about the achievement of our students.


Science Pre-Implementation . SY 2004-05 marks the pre-implementation year for the curricular area of science. Through the remainder of the school year, science will be the focus of many staff development opportunities provided by the Education Division of the DoDDS-Pacific/DDESS-Guam Director's Office. Each elementary and secondary teacher will participate in two days of training that integrates the new DoDEA science standards; newly adopted science materials, inquiry-based instruction, and teaching and assessing for scientific understanding. Training on the JASON Expedition: Disappearing Wetlands has already been provided to one sixth grade teacher in every Pacific elementary and middle school. Over the next several months newly adopted Science materials will be arriving in the schools.


Instructional Leadership for Mathematical and Scientific Inquiry. This year, the DoDDS-Pacific/DDESS-Guam principals conference provided participants with an in-depth look at instructional best practices in mathematics and science instruction, content standards in both subjects, and several interactive sessions designed to increase their knowledge of inquiry instruction. Throughout the week, school leaders had the opportunity to deepen their understanding of research that supports quality math and science instruction; acquire classroom observation skills that focus on best practices and program implementation; and increase their knowledge of research-based practice skills that promote inquiry.


Community Outreach Programs Showcase Community Interaction. Thanks to the commitment and dedication of many DoDDS-Pacific educators and professionals, 14 special needs athletes from the Okinawa Koto-Yogo School located in Gushikawa City were able to compete in the Special Olympics World Winter Games in Nagano Japan. The team was established just four years ago in support of Special Olympics Nippon. This represents the first time a team from Okinawa participated in the world games. Service members on Okinawa from the Air Force, Marine Corps and Navy volunteered hundreds of hours to help train these athletes and enhance their skills and knowledge about floor hockey. The Okinawa Floor Hockey Team won the Silver Medal, while Tunisia won the Gold and Gibraltar the Bronze.  We are very proud of these fine young people and of the support provided our Okinawan friends by Americans stationed on the island.
